I’m Gregory Guertin, the founder and sole operator of MuniAnchor. I am a municipal planner, a Rhode Island native, and someone who has spent more than 15 years working with the ordinances, regulations, state laws, and public processes that shape our communities.

I created MuniAnchor in response to a practical problem I encountered repeatedly: the rules governing local development are important, but the systems used to find, interpret, compare, and maintain them are often fragmented and difficult to navigate. Municipal staff work across lengthy code documents, state statutes, legislative changes, application materials, hearing schedules, and internal records. Residents and applicants face many of the same obstacles, usually without the benefit of professional experience or institutional knowledge.

MuniAnchor is my effort to build a better foundation for that work.

I earned a bachelor’s degree in geography from Rhode Island College and a master’s degree in community development and planning from Clark University. Since then, I have worked in municipal and regional planning and private consulting across southern New England. My experience includes comprehensive planning, zoning reform, development review, land use, transportation planning, and the implementation of Rhode Island’s municipal planning laws. I remain actively involved in Rhode Island’s professional planning community.

Throughout that work, I have seen how much municipal planning depends on people piecing together information from systems that were never designed to work together. I have also seen the consequences when public rules are technically available but not meaningfully accessible. MuniAnchor is being developed from that perspective: not as a substitute for professional judgment or official records, but as a practical workspace for organizing information, supporting careful review, and making municipal regulations easier to understand.

The principles behind MuniAnchor

MuniAnchor is an independent, Rhode Island-based company, built and operated by one person. The person designing the platform is also the person answering questions, reviewing problems, and learning from the people who use it.

I live in Smithfield with my wife and our young children, on an old property we are gradually restoring and tending. The same ideas that guide that work also shape MuniAnchor: understand what is already there, repair what can be repaired, and build carefully enough that what you create will remain useful to the people who come after you.
