• A. Residential compound development shall be a two-step process:

Step 1 shall be to obtain a special exception from the zoning board of review. The decision of the zoning board of review shall specify the number of houses to be permitted in the development.

Step 2 shall be, if a special exception has been granted, to obtain approval by the plan commission, in accordance with its rules and regulations, of the plan, including location of house lots; location of open space areas; location and standards for the common right-of-way; ownership and use limitations on open space areas; protection of natural resources and natural features.
