Repetitive Petitions

No petition for an amendment to the zoning ordinance shall be accepted by the city clerk if a petition requesting the same amendment has been denied within the preceding twelve (12) months; provided, however, that such a petition may be accepted at any time with the consent of the city council, if it shall include or be accompanied by a notarized affidavit which, in the opinion of said council sets forth facts indicating a substantial change of circumstances justifying a hearing on said petition.
